Chinese Community Center (CCC) with supporting from United Way and AARP Foundation does the Comprehensive Energy Assistance Program (CEAP) yearly, known as Utility Assistance program which is State Benefit Program, helps individuals and families to pay for utilities bills (Electricity, Gas, Water/Propane) and residents can apply at no cost at CCC office in every year. Applicants are able to see below eligibilities and required documents of the program:
Eligibilities
- Legal residents in counties (Harris, Brazoria and Galveston) – Texas
- Must meet at or below 150% of Federal Poverty Income Guidelines
- Using one of eligible Utility Companies (please view Utility Companies List below)

Application Process
Required Documents (all pages of documents in papers & applied for all household members)
- Making an appointment is required before coming
- The program is only applied in person at CCC office (not by phone or mail)
- If having documents in online / cell phone, please print them out or bring original documents in papers when coming
Email Account
- Personal email account is required for online application submission and status follow-up later
- If have the email account, please provide it to program staff on your appointment date
- If not have the email account, please create it by yourself and provide it to program staff on your appointment date
- The online application cannot be completed if does not have the personal email account as program system required

SNAP
Chinese Community Center (CCC) with supporting from United Way and AARP Foundation does the SNAP/TSAP (Food Stamps) program yearly which is Federal Benefit Program, helps individuals and families to buy essential foods for good health monthly. Applicants can be firstly applied or renewed when expired at no cost at our office. Applicants are able to see below eligibilities and required documents of the program:

- Legal residents in Texas
- Low incomers
- SNAP is for age of 59 and under and TSAP is for age of 60 and older or person with disabilities and no income

Gold Card
Chinese Community Center (CCC) with supporting from United Way and AARP Foundation does the Harris Health Financial Assistance Program (Gold Card), which is the State Insurance Program, helps individuals and families to receive financial assistance for medical supports in HARRIS county only. The program can be firstly applied or renewed at no cost at our office. Applicants are able to see below eligibilities and required documents of the program:

- ONLY Legal residents in Harris county, Houston, Texas
- Must be at or below 150% of the Federal Poverty Guidelines (Income Levels)

WIC
Eligibilities
- Legal residents in Texas
- Low incomers
- If you or your children receive Medicaid/SNAP/TANF, you already meet the income eligibility guidelines for WIC. Even if you do not receive these programs, you may still qualify for WIC by meeting the income guidelines for your household. Participating in other benefit programs does not affect the amount of WIC benefits you receive.
